One of my friend is starting a "gaming parlor". His budget is 18-20k for the entire system(m0b0+proc+ram+hdd+monitor+cabinet+kb+mouse+Graphics card. No intel please :)

^ For a gaming parlour PC keeping Graphics Card as OPTIONAL sounds odd to me, as for most of the modern games you would need a decent GPU.

Here is by suggestion:-

Athlon II X2 250 @ 2.7K
Gigabyte M68MT-S2 @ 2.3K
Dynet 2 GB 1333 MHz DDR3 @ 0.8K
Seagate 500 GB @ 1.6K
BenQ 16" LED Display @ 4K
Mouse & Keyboard @ 0.4K
Asus GT 520 1 GB GDDR3 @ 3K
Cabinet @ 0.7K
600W Generic SMPS @ 0.5K
LG 22X SATA DVD Writer @ 0.8K

Total 17.8K. If you buy in bulk then I think you can get in far cheaper price.

For 18K, get a AThlon II X3 processor @ 1K extra budget.

It can play all the current generation games in 1366X768 resolution. games like COD, FIFA 2011 etc will run fluently with higher settings. But more demanding games like Crysis Warhead, Mafia 2, GTA5 will run with lower details...but still playable. Basically for a game parlor it is capable enough.

I think 500gb ones costs some 1.7-1.8k. OP can look for lower capacity HDD if available as 500gb would be an overkill for a game parlor. So I think with the 500gb @ 1.8k, he can easily opt for X3 instead of X2 CPU. :)

Thanks Skud for pointing it out. That was Typo. Edited my post. Yes, with the rest of the money OP can easily go for a Athlon II X3. And regarding 500 GB HDD price, the price difference between 500 GB and the lower modules like 320 GB or 200 GB is very low, maximum 500 bucks. So better go with the 500 GB one.

The modified config will be

Athlon II X3 440 3.1 GHz @ 3.4K
Gigabyte M68MT-S2 @ 2.3K
Dynet 2 GB 1333 MHz DDR3 @ 0.8K
Seagate 500 GB @ 1.6K
BenQ 16" LED Display @ 4K
Mouse & Keyboard @ 0.4K
Asus GT 520 1 GB GDDR3 @ 3K
Cabinet @ 0.7K
600W Generic SMPS @ 0.5K
LG 22X SATA DVD Writer @ 0.8K

Total is around 17.4K

Thanks. Actually my point is that even a 250/320gb HDD is overkill for a gaming parlour with OS and a dozen game installed. So a saving of even 500 bucks can be utilized elsewhere, may be a better screen or GFX or RAM, if needed, or just can be saved.

That's a big question. I am not even aware if anything lesser than 500gb are available in the market these days. Online shops may enlist some, but are they available?
