If mp3 support is paid then what would you use dbpowerAMP for? MP3/WAV conversion is absolutely free and if you download codecs, you can convert to and from other formats too (.aac for example)
MP3 encoding is free too. I don't understand what you are referring too but ripping CDs and converting between different file formats is entirely free. Like I said, download the appropriate codecs and you can convert to other file formats too.

Hey u can use "Sony Soundforge 7.0 or 8.0" to change the bit rate of the MP3 songs...In fact u can change between different formats or u can even change the bit rates for any other format..... Use MusicMatch Juke Box it has a option of converting files from one format toanother and also change the bitrate of a mp3 or wma file,,, just goto File>Convert,,,, this option is also available in the trial and demo version of MMJB
