I think Jaskanwar's suggestion is better. However, if you want to reduce the budget, get Athlon II X4 640 for 4.2-4.3k.
That motherboard's availability is an issue at some places. In that case either you can get comp@ddict's board or try Gigabyte 880GM USB3L @ 4.2k
If you don't plan on adding a GPU later on, 400w PSU from FSP will suffice.
If your sole purpose (or most important use) of the PC is watching movies, then try to fit in Logitech wireless combo @ 1k. I don't remember the model no. and logitech site is not opening, I'll edit later if I remember. I recommend this because you may normally sit a bit far from the PC while watching movies, wireless combo will come in handy

But is it worth spending 1.4k extra on getting the quad?

Remember, the Phenom II X4 840 is actually a Athlon II X4 @ 3.2Ghz.

The 3 cores should be sufficient for his needs, it saves some bucks too, and if lucky, he may get a unlocked QUAD also!

Multimedia, watching HD Movies

these are his requirements, so spending more on a better monitor would do him hell lot better don't you guys think?

BenQ G2222HDL LED @ 8.5k

^well why take a chance with unlocking. he may get a Athlon II x4 635 @ 4k~. worth it imo and futureproof for just 0.8k more ;-)

Actually for movie viewing, the larger part of the budget should be allocated to Monitor and Speakers. But it is hard to fit everything within 25k.
I'd also suggest better Speakers, but monitor is OK for his budget.

The above config seems fine.
2GB is good, but 4GB will be a lot futureproof as this mobo has only 2 RAM slots.
IMO CM Elite 310 at 1.5k will be a better choice for its looks.
Rest of the config is fine..

The rest amount could be used for a pair of good speakers. As posted above a wireless combo is best suited for a HTPC, Logitech Wireless combo at 1.2k will be a good choice too.

even a used Core2Duo would suffice for your demands, and you can get a used computer within 12-13K.. and then buy a 24" Full HD monitor for your viewing experience :)

and get a good set of 5.1 channel speakers.. maybe satellite ones.

^^ Really?? Core 2 Duo? Where will he find a Core 2 Duo? If you really want to go the Intel way, then get Intel Pentium Dual Core E5700 or E5xxx series chip, with compatible motherboard.. But I doubt it if it can handle HD videos.. get yourself an el cheapo GT 210 or similar..

ashis_lakra

Gaming Unlimited
he can opt for a used one.. and save some money and get a new graphic card within 3k budget. it would easily play HD videos.

^^ don't trust Intel graphics to play HD/Full HD videos smoothly.

No point of going for Core 2 Duo.

Go for AMD Athlon II X4/X3 configurations suggested above. Much better. Onbooard graphics are also much better.
