step 1 . open new file ( 800*600 )
step 2 .select gradient tool (G) fill Black,white gradient , from upper left corner to bottom right .

step 3 . goto filter >render>lighting effect and fill as in pic below

step 4 . press ctrl+u to bring hue/saturation box fill values
hue=210
sat=25
lightness=0
step 5 . select rectangular marquee tool make first selections @ top as in pic , hold shift key after making first selection and then make second one at bottom

step 6 . press ctrl+J ( itss will copy paste the selected area in a new layer) and after it you can see there is a new layer above background layer in layers box.
step 7 . select new layer , press ctrl+t , it will create a box around new layer , right click in the box , in pop menu choose flip verticle.
