How will the quality of a file change when you are not "editing it"?

It won't.

However, if you will open up the JPEG file in an image EDITOR, not a viewer, and if you will keep on saving as JPEG again and again for like 100 times, then the quality will decrease. But again you are "editing" it. Viewing is just a reading activity.
