appshopper is also available as app you can install it, and add items to the wishlist, so you get an alert if something you want drops in price
before buying anything, check appshopper for history to see if there were prior price drops. if it has gone free or price dropped before, it is likely to hit that price point again.
also touch arcade posts mosts of the good price drops and freebs, plus their forums has a promo code give away section, but these codes are used up soon after they are posted, and are normally used for promoting new games

Developer here. On Android you dont need to code for all the screen sizes present in market. Actully, You need to design only for 4 screen sizes.
That's it. Nothing more. If it is an app, you only need to work on UI and code base is same.
In play store, If you make your Paid app as free, you cant revert that change. It remains free forever.
About pricing : You can't have sub 1$ price for any app/game unless Google has some event. e.g 10bn app download event.
