With that budget you can at max go for a a10 6800kk..But with the igp on 6800k you will able to play games only with low setting son 768p..But with 32inches screen 720p is not going to look good..So i would sugesst you wait for some time and save around 10k more and go for a better build...but if you are in a hurry and doesn't care about graphics here is my sugesstion..

Cpu- Amd a10 6800k -9500
Motherboard - MSI A88XM-E35 Motherboard(this is the best i could find in india),let others comment on this - 6000
Ram - Corsair or gskill or kingston 1866 mhz or 2133 mhz 2 x 4 gb -6000
Hard disk 1tb seagate barracuda or wd blue 4000
Smps Antes vp450p - 2800,you can even go for bp300p,but get more will be useful in future.
Local cabinet - 700
Total -28k,even this extends your budget by 3k..sorry this is the least you should go for..

- - - Updated - - -

If you are ok with dual core you can go for this

intel G2020 / 2.9 GHz -3500
GIGABYTE H61M-S1 -3000
ram -corsair value select 4gb(1600 mhz)- 2700
Smps Antes vp450p - 2800
Hard disk 1tb seagate barracuda or wd blue 4000
Graphic card -gtx 750(non ti) -9500 rs.
local cabinet -700 rs.
Even this will extend your budget by a bit,but will be faster than the amd one for gaming, weaker processor with better gpu..

I would sugesst this intel one over the amd build if you are going to game a lot...

this is the best fit i could gather for you in your budget i have tried to get a goodish cpu as it gives you the ability to run non-gaming applications betterand some games like grid2 and civilisation clearly favour i32120 vs pentium g2020 and pairing a gt750 with g2020 would not give you max availibe performance in every game. the hd 7770 is a good enough card to run games at max to ultra in 720p while in 1080p, tou will have to run the very latest gamesat medium settings for a 35+ frame rate.

cpu i3 2120 6k
gpu ZOTAC GeForce GTX 750-1GB DDR5 8.6k or Sapphire AMD/ATI HD 7770 1 GB GDDR5 7k
mobo ASRock H61M-VS4 3k
ram Corsair Vengeance DDR3 4 GB 2.7k
hdd 1tb seagate barracuda or wd blue 4k
psu Smps Antes vp450p 2.8k
total 25.3k with hd 7770 or 27k with gt750

Don't go or any of the configs, both are based on products which have already reached their end of life and production has been stopped already.

@OP, i would suggest to wait some time and save around 5k, then get this.

CPU - FX 6300 (7.5k)
GPU - R7 250X (7.5k)
Motherboard - Gigabyte 970A DS3P (5.5k)
PSU - Antec 450p (2.5k)
RAM - HyperXBlu 4GB (2.5k)
HDD - WD Blue 1TB (3.8k)
Cabnet - A local one (.7k)

Total - 30k

Locally you would get them around 28k

If you want the rig urgently, get what Arvind said, just replace the GPU with r7 250X

cpu i3 2120 6k
gpu ZOTAC GeForce GTX 750-1GB DDR5 8.6k or Sapphire AMD/ATI HD 7770 1 GB GDDR5 7k
mobo ASRock H61M-VS4 3k
ram Corsair Vengeance DDR3 4 GB 2.7k
hdd 1tb seagate barracuda or wd blue 4k
psu Smps Antes vp450p 2.8k
total 25.3k with hd 7770 or 27k with gt750

there's no cabinet in the rig.

WD Green offers more space in the same price by sacrificing speed. It is not recommended as the primary HDD.

If you have a TV with a HDMI port or a VGA port, you can use the TV as a monitor. (i have a crappy rig and use it with my 40" LCD TV) :)

yeah the budget will go high.
i've somehow managed to increase my budget from 25k to 30k. i cant invest more than that ATM.
what i feel is that the only way i can keep the budget under 30k is by investing on a decent CPU + MoBo.. and a good GPU.

Skip the UPS for now.
