I guess there are no updates to Blogger and your post says that Google is upto major updates ?

The links to news articles is around 10 months old when the Blogger service was updated.

indeed blogger is updated now theres an option to send the post as an email among other features...

I guess both the options -> Send this post as an email or send an email to a particular email and it automatically gets posted -> both of them were their since beginning.
