Gigasmilies is a real cool stuff. i tried it just today and i am fan of it. Specially the new smart swap feature, well thought one. What more should i say just this *gigasmilies.googlepages.com/113.gif

Do you guys have python support in on your host? If yes, you can use trac to manage revision control, wiki and bug reports/feature requests.
Rather than handling code "Developer Post", follow the open source method. Keep it open to all. If you see someone contributing a lot of good ideas,patches,etc you can then allow commit access to those people.
Also, start a mailing list on google or yahoo or whatever groups you find suitable. It can be used for developer's discussion, public discussion, etc.
If you can't avail of these, try for sourceforge. They will give you mailing list, cvs, bug tracking system and more.
