You can only change settings if you have admin rights.

If your college has restricted the use then you can't do anything. And further I would suggest you not to try tampering with the security of your college system.

Create a layer 3 SSL tunnel, or use an application based secure proxy. If you have money, you can even get yourself a VPN too.
There are dark ways as well to bypass the security, but it's against the forum policy to venture into those.

anything informative enough can be shared .. just don't mention any specific name of any person / organization or don't post things like how to create a virus.
Anyway, if things like these were against forum policy we would not discuss about things like Tor Browser / Onion Router etc.
