error 720; not able 2 connect 2 internet

hi all,
after formattin & loadin windows xp(sp2)
when i loaded bit comet & changed its " tcp/ip half open limit to 100 from 10" & then restarted the pc.
i cud not connect to net, i was gettin error 720.
then i re-formatted my h/d & installed windows xp (sp2), its fine now, but wht is the reason for this error.
how can i prevent it?
