1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')

WD 500 GB 7200 HDD - 3.8k
Saphire HD6870 - 12.5k
Corsair CX430V2 - 2.4k -- is this enough power?

Total 48k. rest for UPS and stuff

Also I can put off the purchase for a month if the AMD price cut will come into effect by then and 7850 will come into budget.

For Ram, get the G-Skill RipjawX. Currently a single 4 GB Module is priced at 1.5K in Kolkata. So you can get 4GB X 2 @ 3K. In your config, I'll suggest the following changes:-

GPU: Sapphire/Gigabyte HD 7850 2 GB GDDR5 @ 16.4K
PSU: Corsair CX 500 V2 @ 3.5K

Dell IN2030M is available at 5.9K including taxes in Kolkata.

you can get the i5 2400 @ 11.8k and save some dough there
and also the cx 430 v2 should be enough to power a hd 6870
but better still if you get a vs 450 which has the same amperage as a cx 500 (34 amps) @ 2k only

Unfortunately this annihilates the budget :(

I dont see the point in not going for IB for less than 1k savings. 3450 should be slightly faster, takes less power, RAM frequency supports 1600 .
