Galaxy Y CDMA is the best option for you.
You will get for around 7.3-7.4k.
I have recently bought that for my mother.

^^^+1 to the galaxy y...got a lot of negative feedback on the LG cookie CDMA version, specially wrt to signal strength and a very laggy UI..
