no u cant do that but u can use resource hacker for the welcome screen if u want to make any changes and for that u will have to edit logonui.exe file which is in the system32 folder...
u can do quite a lot of changes there but more of text changes and less of graphics.
but again after doing the changes u will not be able to replace the residing logonui.exe file with the changed one unless u boot in dos mode and then replace the file.

actually wrong..

resource hacker can change every bit of detail in logonui.exe including the buttons and what not... all images everything..

and u can replace the file using a simple program used replacer... actually a little command.. not to be installed. u dont even need to restart to see the changes...
