no u cant do that but u can use resource hacker for the welcome screen if u want to make any changes and for that u will have to edit logonui.exe file which is in the system32 folder...
u can do quite a lot of changes there but more of text changes and less of graphics.
but again after doing the changes u will not be able to replace the residing logonui.exe file with the changed one unless u boot in dos mode and then replace the file.
