If I am having a connection of 512kbps so 64kbps is the max speed i get ? Also if i am getting like 40kbps is it reasonable can the company say that 64kbps is max speed u will get and 40kbps is due to heavy load it will go away blah blah

you get ~90% of max speed as rest is used in overhead(install any bandwidth manager & it will show 64KBps usage for file downloading at ~57KBps in browser/dl manager).40KBps though is not acceptable for 512kbps connection & you should complain demanding explanation(if by chance it is BSNL then it is technical error due to poor line condition etc but not sure about local small cable net providers).

I get 40KB/s in 256kbps connection (Airtel).

I guess you have a home broadband plan.
All home broadband plans comes with 1:2
Means plan with 512 kbps speed with have speed range of 256kbps - 512 kbps.

So, on a 512 kbps plan, your download speed should vary between 32 - 64 KB/sec.
But in actual practice, users on 512kbps plan generally get speed of 50-64 KB/sec

Depends from where you are downloading? Generally with Torrent Downloads you could saturate the whole line.

on a 512Kbps connection you can expect download speeds between 50-64kb/s.

Means plan with 512 kbps speed with have speed range of 256kbps - 512 kbps.

If you are talking about Contention Ration of 1:2 then you are way wrong.
Generally Home/Residential Broadband have contention ratio of 1:10 .
