If you see some of the other similar threads around in this section. Then you obviousl htc explorer is the phone in under 10k. Search around a bit.

Firstly you have written Nokia is one of the preferred brand and you have asked for a android phone, I think you know that they don't sell/manufacture android phones.
And I would like to ask you one thing why are you so particular about 9.8k only, why not 10k.... :p
Ok now lets come to the point.
HTC Explorer is the cheap and best android phone and it costs 8k.

edited now, I know Nokia don't manufacture ,I copied the whole Questionnaire but forget to delete it .Is is possible to install customized ROM on HTC explore?

I choosed LG optimus Net 690/698 over Htc ,please let me know if ti is worth to buy a lg 690/698 , did anyone used it , please let me know if someone had problem with this handset also please suggest me some more handsets under 10k .

You are trying to say you have chosen LG Optimus Net? Well I have that thing with me for almost 6 months now. It's pretty ok. Not that bad and not that great either.

help me choosing the best Htc explorer or Lg Optimus net 690 , guys I am really confused .Please help me .I want a good battery backup and install a lot of apps so suggest me which one is better.

Alright. Although both phones are near identical in config, here are some features in both of the phone to help you choose one over the other:

(better among the two is marked with green)

I think I can safely now.. that LG Optimus Net 690 is better than HTC Explorer.

^^ Great. Congo in advance. That's a nice purchase. You have ordered a 16 GB card also, and as far as I know... the phone will also ship with a card but probably of 2GB.
And screen guard also would be on it by default. But keeping an extra one is not a bad idea.

Waiting for reviews! :D

congrats. well planning for custom rom started even before you have the mobile in hand? i think someone tried CM9 instead.
