i did some homework and here are my top picks

3. Defy +
4. Dell Venue
5. Desire 5

IMO, Mobile Store has unreasonable pricing. Buy from some local store.

and i also have w8 which i will sell off how much will that sell for 5 months still left for guarantee to end no scratches

I don't have any idea about Venue.
And Defy+ display is not so impressive.
Ray has a small screen so no for that.
So I suggest you to get Desire S for 16k, that is the best you can get.

2. Xperia Ray ---> if you are into photography. else forget it.
3. Defy + ---> other than a rugged screen has nothing of particular interest. cheap.
4. Dell Venue ---> discontinued long ago.
5. Desire 5 ---> its S, not 5. same as Neo V but should have better build. nothing else.
6. One V ---> Only if looks matter and found within 17k. else overpriced.

Even I thought that Venue is discontinued by the company but right now its available on flipkart and it has also got very good reviews on flipkart. Strange but true...

it got best hardware in its class but still over 2yrs old. no OS update of any kind. Actually dell have stopped production of all mobiles as well as netbooks.

It's strange that no one suggested Sony Live With Walkman retailing at 13.5k which has a 3.2" screen and a single-core 1GHz processor like the OP asked.
