U can get xperia neo or arc s for 15k

Neo V is a good option for 16k.
Desire S has vanished from the market and where it is available they are charging a lot for it, so that option also gone for you.
One V has software issues so that also is not recommended atleast now, may be a good option when HTC fixes it, otherwise the phone is good.
