Processor:Intel Core i5 2500k
Motherboard:MSI Z68A-GD55(B3)
GFX Card:Sapphire HD6950 2GB
RAM:Gskill Ripjaws X F3-12800CL9S-4GBXL
HDD:Seagate/WD 1TB
PSU:Corsair GS600
UPS:APC 800VA

Total: around 42k
Instead of Sapphire HD6950 you can also go for MSI 560Ti Hawk.

For remaining 3k, you can buy Keyboard/Mouse and cabinet.

For wireless Keyboard and Mouse, you can go for Logitech K250.
For earthing problem, you need to call the electrician to check for wiring problems. :)
I don't know anything about that cabinet, so let others comment about that.
EDIT: I saw on the CM website that this cabinet comes with CM eXtreme PSU, so I would suggest to avoid it. Get CM 430(2.5k) or NZXT Gamma(2k) instead! :D

GTX 560 non-ti performs in the same level of HD 6870 but consumes a lot higher power and runs lot hotter at full load. So HD 6870 is a better option here.

Maximum Craze
better go with HD 6950 & unlock it to 1536 shaders to get maximum performance out of it without spending extra bucks.
