open bios, set boot priority to dvd drive or usb, live boot using a linux distro and see if any files can be recovered.

if Bios can't show a Drive's capacity/size then the HDD is malfunctioning for sure - time to RMA the HDD.

for seagate HDD you most probably won't require a bill - just the S/N is enough - just take out the HDD from the cabinet and submit it to the service center.

for recovering data you may try test disk but if it's not working for you you may need some professional elp :

yep, there's no warranty is available for this HDD from the manufacturer's ( Seagate ) side.

if the warranty is over from HCL, then you may try sending the hdd to the data recovery specialists directly coz HCL wont do any data recovery. if you take the hdd to recovery, then be prepared for a high bill amount.

your PSU is the default HCL supplied, right? you should consider testing it. faulty voltages can be a reason to busted components. and if your PSU is faulty, then all your components are at risk.

i am suggesting this assuming that a faulty voltage from PSU has fried the HDD circuit. what you culd do is you could buy a working 2nd hand HDD of same specs from your local 2nd hand PC parts market, and swap the circuit board from that HDD with your HDD. but this process has considerable risks. once opened, the HDD is extremely fragile coz if the magnetic disks get any scratch/dust, then your data is a goner for sure.

firstly, i would advice you to have your PSU checked out by an expert. if its faulty, replace it asap.
secondly, if the PSU is okay, you could try the above, or take it to a data recovery guy.

i dont have any idea on recovery cost. but it will be steep.

@ OP - look at post no 12 - there's link on it - they will at-least give you free estimate about how much 10GB data recovery will cost and yes ! that's the only professional data recovery service available in here.
