Check it out for prices, u might get them a little cheaper on the street. Higher rpm means the HDD can search for the data faster or locate the area in which the data is to be written / read from which would increase the read/write speeds.

I am confused as to which one should i buy among a 2 tb portable WB hdd @ rs.11,900 or 3 tb external seagate hdd @ rs.9500?

too much capacity for external HDDs is usually not recommended - they have high failure rates. better go for lesser capacity ones.
