1080p PC Monitor for browsing and watching HD Movies

All I do is browsing web where I read a lot of stuff, watch videos in my browser or 1080p Movies and TV Shows on my HDD and some MS Office.

I need a full hd Monitor with a screen size between 21-23 with HDMI port. My budget is 15K.

Don't know if the questionnaire is mandatory so, i'm filling it up.

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Browsing, Videos, 1080p Videos.

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 15k for a monitor

3. Planning to overclock?
Ans: NA

4. Which Operating System are you planning to use?
Ans: Windows 10

5. How much hard drive space is needed?
Ans: NA

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Only Monitor

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: NA

8. When are you planning to buy the system?
Ans: Right away

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Yup

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Hyderabad. Local or online

Looks like the dell is priced higher. Can you tell me what does it offer over the above two?
Do you recommend any of the above two?

Why don't you look at Dell S2240L I've been using it for a year now, it's IPS and I can bet you, you'll love the picture quality
And it's defiantly much cheaper. Around 10k~
It's great for browsing and videos, not so recommended for gaming with 5ms response.
I would go ahead and say it tries to come close to my Bravia W800C in terms of saturation.
