PC Configuration with a budget of 35000

Right off the assembly line
I need to buy a new PC with a budget of 35K.
I have the following config in mind:-

4GB RAM
2.0 GHz Processor and a compatible motherboard
Graphics Card if possible- 1GB
500 GB Hard Disk
DVD burner
A decent size monitor
No overclocking
PC will be used for normal day to day functions such as movies, internet etc..
Windows 7 Home premium x86

1. What is the purpose of the computer? What all applications and games are you going to run? (Stupid answers like 'gaming' or 'office work' will not work. Be exact. Which games? Which applications? Avoid the word 'et cetera.')
Ans: Using it for office purposes like document editing, photo editing

2. What is your overall budget? If you can extend a bit for a more balanced configuration, then mention this too.
Ans: 35000-37000

3. Planning to overclock?
Ans: No

4. Which Operating System are you planning to use?
Ans: Windows 7 Home premium

5. How much hard drive space is needed?
Ans: 500 GB will be sufficient

6. Do you want to buy a monitor? If yes, please mention which screen size and resolution do you want. If you already have a monitor and want to reuse it, again mention the size and resolution of monitor you have.
Ans: Yes. 21 Inch should suffice

7. Which components you DON'T want to buy or which components you already have and plan on reusing?
Ans: A brand new PC with all the basic hardware including a sound card if possible. No reuse of any existing hardware

8. When are you planning to buy the system?
Ans: within 2 days.

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Assembler

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Allahabad, UP. Local buying

11. Anything else which you would like to say?
Ans: If you would mention a good laptop within a range of 35000. I need to buy a desktop and a Laptop which should run at least 2 years with a total budget of 70-75K

For the tasks you have mentioned, you don't need to spend 37k.

Local cabinet without PSU (900)
Dell S2240L (9000)
Asus optical drive (1000)

total: 32,500

This will be perfectly sufficient for your tasks.

For the tasks you have mentioned, you don't need to spend 37k.

This will be perfectly sufficient for your tasks.
+1 to this config. I would suggest a AMD FX-6300 and a Gigabyte GA-970A DS3 instead of this config, but you may need to spend a little bit for a graphics card. Since, you have no intention in Overclocking too, the config suggested by harshilsharma63 is the perfect one for your purposes.

There is no need to get a better cabinet for OP's use case.

at just 1.2k more, he can get cooler master elite 311 which is miles better than any local cabinet. it helps in not just the longevity of the components, but also makes the pc quite neat and clean.
