Paying extra against card payment Is wrong. You can get the shopkeeper's license cancelled if complained.

Most of the Electronic stores especially computer stores here in Hyderabad charge some %ge on Card Purchases. It doesn't matter Debit Card or Credit Card.

Yup 1% of the total amount. Even here every electronic stores charge 1% on card purchase

The new guidelines have explicitly mentioned the action which can be taken after complain, otherwise the rule was always there.
