The Life of a game developer is a life of Hard Knocks.
Knowledge of Programming Language is not must have.Its the Imaginative power and creativity that is required.You dont need Pro Level Tools like UDK and Cryengine SDK to start developing your game.
It all starts with a small idea.Make your game on PAPER.Start writing the plot settings ,Concept mechanics etc on PAPER.you dont need technical know how for that.Just One thing-Have a intention to make a game that is made with FUN as the keyword.
Later on for real life implementation of Game you may require Programming and Proficiency with tools like Flash,Illustrator and Photoshop.
You can make your small team with artists and Programmers willing to do work as a enthusiast.Remember that your first game is never going to be a commercial success.
Its just a medium to strengthen your understanding of whole process and maintaing a portfolio for applying in Game Studios.
Dont jump of with the Hope of being able to handle massive Game engines Like Unreal or Unity just to be turned down in disappointment.
You may like to start your journey into Game development world with Mobile and Web Platforms rather than Mainstream PC and Consoles.Specially if you are in India.

In either case Game Programming and Graphics Programmig requires a completely different approcah compared to traditional/conventional Software Programming.
And Game Programming and Graphics Programming are again two different terms.
