Ya well the title says it all can someone give me a detailed yet comprehensible explanation of what it is and also please specifically tell me if a dynamic IP address can be used to track you down?

Every ISP keeps record of the IP asigned to telephone for few weeks, but the exact day isnt disclosable by any ISP, so when GOV/Security agency ask for info, ISP provides them !!!
