SP2 is probably the best thing that has come out of the Microsoft OS labs till date. As for SP3, its not going to as major a change as SP2. True, this was expected, and a lot of people, yours truly included, figured this was what Microsoft was going to do. And a lot of the people who have tested out Longhorn build 5048 are seriously worried about the OS enough to think that it should be called Windows XP SP3. Almost all the features touted to be the key features are missing, and as andy pointed out, the product is about to go into beta according to the roadmap, and half the stuff is missing? Waiting is all right, but we've already been waiting too long. Windows XP was released October 25, 2001 and look at how long its been. And this much down the line, half the features have been either dropped or have postponed to be included in future updates to the OS. As someone said somewhere about Longhorn, "This has all the makings of a train wreck" and I believe this might just go the way of the Microsoft Bob OS if these guys are gonna continue this way!
