I would say get the android for it speech to text commands only. Google has done an amazing job with it, even with our accent. WIth a Rs. 4k on a old OS (2.3.6) I get some seriously awesome speech features .

My POV, as a symbain user who recently bought both Android (for myself) and Windows (for my mom) - Windows Os still has a lot to sort out. Minor quirks make it cumbersome to use. I'm sure all such issues will be sorted out in the future. Battery backup is great, Os is extremely fluid.
Android - Is a battery hog. Still, I am happy I chose android for my myself. In fact I even feel that Android could have been slightly better for my mom also.
My vote goes for Android, until Windows catches up.
Voice commands are working fine on my Lumia as well. Yet to try out Google voice on my android. Heard good things about it.
