Well,
Did it repeat after you restarted the machine? May be one of the "after effects " of Xp!!- Lack of/ insufficient Virtual Memory/ RAM.
If it repeats , the solution is obvious- flare up sypbot S&D, and a full system scan with a latest update .

Not much info about MS_WebCheckMonitor.Something related web service and IE.It will load due to DLL file called webcheck.dll.U have to Unregister it or Rename it in DOS mode.
See this KB from MS for info:-
*support.microsoft.com/default.aspx?scid=kb;en-us;176960

To unregister it open a command prompt and go in your system directory,
DriveName:\windows\system32.
Then type,regsvr32 /u WEBCHECK.DLL amd then Restart.
If u have any problems with IE,then u may have to register the Webchec.dll back.Do this:-
Open Command Prompt,then go to:-
DriveName:\windows\system32.
Then type,regsvr32 WEBCHECK.DLL and restart.
