what is the right upload download in bitcomet???

hi i have a aitel 64kbps internet connection.i use bitcomet.
what values should i put in the global download rate and global upload rate??
it says that dwnload speed is proportional to upload speed and the upload speed i set will affect the dwnlod speed .
pls tell me what values should i put.

Put max downloads=1 Upload=3-4 Download=Unlimited...this works generally...even I use these on my 64Kbps connection.
