Yes 0 bytes file can be removed mostly withou any trouble .. atleast I remove it without any .. Try sysmech's cleaner to remove it .. mebbe it filters some perhaps ...
they take space on the FS, all files do, irrespective of their size. That is, the HDD contains them and thats why u see em, each 0b file takes 4096b on NTFS perhaps

I dont think that a 0b file takes up any space
But it will take space to store its inode header i.e. you may run out of inode's to store files even though you have space to store the file
