weird CPU Activity

Whenever I start any small appication even after reboot cpu activity is very active up down...i have done reinstall, no virus memory upgrade etc but no help Any ideas??

It was a complete reinstall, i have attached the cpu activity... its a semperon 2.2Ghz 2MB ram Asus Mobo.

^ Click "Processes" tab on Task manager, and sort the apps by clicking on "Memory".
See which app uses most..

I faced similar issue due no nvdia lan driver before so make sure any driver is not causing this but like others have said : do check the process tab in task manager and see which process is using the most cpu time.

Sometimes when I'm playing some old games a process rundll32 starts and it uses a lot of cpu. But I just kill it and everything works fine.
