^^This is what happens,when a guy with no rep power tries to rep you
The rep will be a white ball and you wont gain any rep points.

and when the one green reps ball is increase means how much point to needed to increase the reps

100 reps=2 balls
200 reps=3 balls
300 reps =4 balls
400 reps= 5 balls
500 reps = 5balls+1 shining ball
above 500 no increase in balls(thanks to anandk for info. )

wat about black reps and how is come.and more question if my ID is block so wat can i do to make new ID or mail moderator

Black rep means reps disabled-It will not show your rep status but you can give and receive reps from others.
This has been added just a few hours ago.
Go to user cp
edit options
uncheck the show my rep level box
save
done

Regarding your other question,you can email the mods to their email in their contact info.ex- *www.thinkdigit.com/forum/member.php?u=1553
