Wanted help in project "control through internet protocol"

I am currently doing a project on "Camera control through Internet Protocol". visit the website *www.ivcco.com/demonstrations/index.html for demo
At first I have to design a website as shown in that site.
I am from ECE and have no idea of creating the sites. But by viewing the source i undestood that it is written in java script.
But i cant clearly understand that code
But my guide first asked us to create a site that displays a msg instead of image as an acknowledgement.
Then ,I designed a basic website in dreamweaver with controls left and right and a submit button. Then a .php file which displays the option selected.

Then I cant understand how commnads are given to the contolling apllication through Internet.
Can anyone guide me in this ??

But won't u need to develop the Camera application first.. to which u wish to give the input?

I want to control a microcontroller based toy car instead of camera. NOw i can control it using keyboard.
That has to be done through internet now..
