What are the parts you need? My guess is CPU, mobo, RAM & GPU. Do you need keyboard/mouse too or planning to reuse your old parts?

Replace the graphics card with a 7850 in the above config. Rest are fine.

i'm also in favor of hd 7850 but it will shoot out of the budget...
so if OP can extend that budget then hd 7850 will be good performance boost otherwise he'll be fine with hd6870

He doesn't need a HDD, that plus the budget of 6870, can easily bought a 7850. ;)

Your processor is old and ram is slow, it will bottleneck your gpu.

If you are going to keep your
a) HDD
b) cabinet
c) keyboard and mouse

Intel 3.3 GHz FCLGA1155 Core i3 2120 Processor @ 7.3k
ASRock H61M-HVGS Motherboard @ 2.8k
G.Skill RipjawsX DDR3 4 GB PC RAM (F3-10666CL9S-4GBXL) @ 1.6k
Asus AMD HD 7850 2 GB GDDR5 Graphics Card @ 18.8k
Corsair VS450 450 Watts PSU @ 2.5k

total = 32k approx ( you should manage about 30.5k in the local market )

A OCed 7850 with custom cooler from HIS, Sapphire, GBT, MSI can be purchased at around 16k. For mobo, I would suggest sticking with the Gigabyte one.
