if they are in mpg format, you can burn them as vcd using Nero VCD option. If they are in avi or .dat format you need to convert them into mpg first. For splitting, you can try vcd cutter.
for a splitter, u can goto www.boilsoft.com, it allows to cut avi,mpeg,rm,wmv files into smaller files.If u want to burn 'em, use a joiner software from www.boilsoft.com, join the file and burn it via nero in vcd format.
