Actually it is better to buy this from ebay which I missed and should have waited :

PS2 male to USB female adaptor | eBay

Again my bad luck, ebay is simply playing with me by not letting to buy this stuff.
They are hankering with my mobile no. authorisation which has already been done on the past.

SHAME ON THEM!!!

^At last successfully booked & prepaid to ebay for the device I mentioned.
They have generated a PaisaPay ID,in favour of that item(female USB-to-male PS/2 connector).

It seems, the USB2/ USB3 port of the motherboard(Gigabyte GA-970A-DS3) is compatible with the mouse(AMKETTE-ASH BLACK SERIES),but the USB2 port is ONLY compatible with the keyboard(AMKETTE- ASH BLACK SERIES).
I had successfully loaded & installed the ETRON USB3 drivers from the Gigabyte site itself, conforming to this motherboard, still the keyboard refuses to work.
Mouse function is completely O.K.

Hopefully + Wishfully,I could load and install the openSUSE,Fedora OS to the partitions of the HDD and enjoy the same...ONLY AFTER RECEIVING THE item(female USB-to-male PS/2 connector) from eBay.

in your motherboard bios setting look for an option named "EHCI handoff" & if it is enabled then disable it or vice versa & then try.

AT LAST!!! AT LAST!!! AT LAST!!!

Successfully,installed openSUSE-12.3(64-bit) besides Windows 7 PRO.(64-bit).

The Boot and MBR operations are working like a charm with ease...

The KEYBOARD + MOUSE are working as NORMAL as ever in openSUSE also during installation & after installation.

^Firstly I tried according to your advice, but still to no avail. The keyboard was functionless at the name, passwd settings page.

Then I entered into BIOS ,and under Peripherals I ENABLED" Port60/65 emulation",situated at the same menu list after the "EHCI handoff"...VIOLA everything worked with a SMOOTH INSTALLATION and functioning(Keyboard + Mouse)without any hitch in openSUSE or Windows.

Thank You all Friends, for the extensive support you've all given.
Thank You all.

good to know.i did some search & found out this hidden inside manual:
*download.gigabyte.eu/FileList/Manual/mb_manual_ga-970a-ds3_v.3.x_e.pdf
Port 60/64 Emulation
Enables or disables emulation of I/O ports 64h and 60h. This should be enabled for full legacy support for USB keyboards/mice in MS-DOS or in operating system that does not natively support USB devices.(Default: Disabled)
it seems like now-a-days it is a good idea to read the manual thoroughly first when there are so many options available in the bios setting.sometimes i miss the simplicity of old bios settings where only things you have to care about was voltage settings for cpu & ram.

Exactly,I left for the "default" settings...and so it was a mess with the keyboard.

I had also set in BIOS the boot options as : UEFI + LEGACY
