Tablet for reading PDF and browsing, 15k

Need to buy a tablet mainly for reading PDF, and surfing, mostly reading... budget is 15k

Need suggestions as to what should be the ideal size for reading purposes, 8+ inches? Planning on using it while travelling, so a 7" would be easier to carry but will it be too small?

Primary purpose is reading,I'll surely want to have other features. I'm also preferring Android because of this, otherwise I could have considered iPad

Nexus doesn't support calling. Even excluding that, I've read the Asus Fonepad is better than Nexus 7 (old)

You may also try for Swipe MTV 3G slate,which may be a little behind Asus Fonepad in terms of features + functionality,but your required job will be handled pretty well.
