Suggestions for Monitor + TV 22-23"

I am planning to buy 22-23" LED HD monitor which can be used as TV(rarely).

I have shortlisted following :
Samsung P2370MS @13.5 K
LG M237WA/M227WA @12-14K

After going through other monitor(which can't be used as TV) I found that above Monitor-TV have older technology.

So I was thinking of other option :
TV Tuner card + Monitors Like Dell ST2220L/ST2220M ? Which will cost around 2K + 8.5K.
Does this work smoothly like TV-Monitors ? Are there any disadvantages/Advantages ? Let me know your suggestions ?

Can you suggest me few more option in Both TV Tuners and Monitors in 10-14K ?

Go for P2370MS it cost you 13400/-+VAT. My friend brought it 2 weeks ago.

as u said ' monitor which can be used as TV(rarely)' .. so go with a best monitor only which comes in ur budget..
and buy a external TV tuner card acc to ur needs.. dat wud be a best deal in ma view..
