Change config a bit:

Core i5 2400 @ 9.3k
HD6850 Cyclone Power Edition @ 9.8k
NZXT Gamma @ 2k

Why am I suggesting a quad-core? In the long run it will both be a better option, and if your friend upgrades the GPU in the future, the i3 2100 just won't cut it (especially when all games start utilizing 4 cores and above, already happening widely)

lets answer your questions:-

1. The config is very good for gaming, watching HD contenets or surfing net. 2100 is better in gaming compared to the AMD counterparts at the same price point (read Phenom II X4 955)

2. No there won't be any bottleneck for the current generation games. But some bottleneck may arise in future for the more multi-core optimized games.

3. Since you've chosen a H61 chipset based mobo, future upgradability may be an issue. The mobo doesn't have USB3.0, SATA 6 Gbps and has only 2 Ram slots, severely decreasing the potential of more rams, SATA 3 based HDDs and USB 3 based components. Currently SATA 3 6 Gbps HDDs are getting cheaper and in near future they might replace their current SATA 3 Gbps brothers.

I think, Jas has suggested a very good rig for you, keeping everything in balance. 2400+DH67VR is a great combo and offers all the missing features mentioned above, i.e. SATA3 and USB 3.0 support, 32 GB ram support and a quad core processor.
HD 6870 offers performance very close to GTX 560 Ti Hawk in stock speed and consumes far lesser power. With the 11.6 driver update, its performance has been in gaming by almost 10%, offering 8 to 13 FPS higher in games.

Are there any H61 boards with SATA 6 Gbps and USB 3.0

^^ it has 4 ram slots and each slot supports maximum of 8 GB module. No H61 does not have sata 6 Gbps and usb 3.0, as per my knowledge.

AMD graphics card is more VFM as far as gaming is concerned, so go for it.
Jaskanwar's config is very good for gaming and movies. However, change the HDD to 1TB (Seagate) coz when you say gaming and movies at the same time, 500 GB seems too small these days. HDD can be added later, but the total cost will be much higher. Right now, you should be able to squeeze in a 1 TB in your budget

Hey buddy i think you mistook the 560 hawk as stock. Its a highly overclocked card and even outperforms a stock 6950. 6870 is no match for it. But yes power consumtion goes sky high.

560 hawk as a 950mhz core clock all the way up from 830 mhz of a stock gtx 560. 6870 stock is below a 560 -ti stock in performance. Hawk is way ahead.

A 6950 can be suggested here if op does not want gtx 560-ti.
