suggest config for friend

Hello,
My friend wants to buy a pc for his projects . His max budget is 40k(including ups and table ) . If possible fit in a graphics card(i dont think he can get a decent one ) . He's in a hurry . wants it in a weak.

whats the difference between c2d and a dual core pc (tech and price ). can u plz suggest a config and give the price of each part .

I agree but for beginners a branded pc is very gud.
C2d and dual core has a big difference
core 2 duo is more fast and costly than dual core
