Here goes your config.

Sub 45k Config with OC Capabilities & without KB, Mouse, DVD Drive & Speakers

Component | Make | Price Processor | Intel Core i5 2500k |11000
Motherboard | Intel DH67CL |6500
RAM | Corsair XMS3 2X2GB 1600C9 |2400
Graphic Card | Sapphire HD6850 |9500
HDD | Seagate Barracuda 500GB 7200.12 |1700
PSU | Corsair VX450W |3500
Case | CM Elite 430 |2500
Monitor | DELL IN2020M |6500
UPS | APC 600VA |1800
| Total | 45400

A Slight offset of Rs. 400, but i hope thats the best you can get with it.

Otherwise AMD can be well suited for that budget.
Refer the Sub 40k option: *www.thinkdigit.com/forum/pc-compon...pc-buying-guide-march-2011-a.html#post1361414

If you are ready to spend a little more around 5k -10k, then think about the below upgrades.

1. Corsair XMS3 2x4GB 1600C9 - 5k.
2. Benq G2220HD - 7.3k

3. Adding HDD is not a problem at all, you can add whenever there's a requirement, try spending more on a GPU.

Sapphire HD6950 1GB - 14.5k or MSI Geforce GTX560ti Twin Frozer II 14.5k [More futureproof as well terrific performance]

But to OC OP will need a P67 or Z68 board. H67 boards can only utilize the on-die graphics of i5-2500k i.e HD3000.
