even i am searching for one indian forum like that, only one good enough i found was Garage4Hackers, that too is'nt that much active..
btw, my favorite in my list is HackForums..

HF is full of kids trying to infect each other. give ooo much **** about reps and shits if you are new then nice place to start but
i would just use google and find Russian forums to learn hacking.
