iGoogle
Full touch:
samsung galaxy ace 14-14.5k (bad batt life btw) <android 2.2>
lg optimus one 10-10.5k <android 2.2 (v2.3 in may)>
samsung wave II ~ 16k <bada os 1.2>
moto defy 17k <android 2.1>

!you can also wait for htc wildfire s!

SE x10 mini or mini pro are not worth it
outdated hardware,outdated android versions,small screen and res,no multitouch,etc

slide out qwerty
samsung galaxy 551 ~ 11.5k <android 2.2>
nokia c6 (resistive touch and symbian)
samsung wave 533 ~8.5k <bada os>

forget about the hardware keyboard and go for the full touch phones, they are much superior

I will too suggest buying Motorola Defy, its having the best hardware in the range. If you can incease your budget to 18k get Defy, you wont regret

If are hell-bent on QWERTY, get the Galaxy 551. Else pick either LG O1 or Galaxy Ace.

There is no point on getting the C6 with resistive touchscreen or the outdated X10 mini.

C6-01 costs about 19k & Wave II about 17k which are out of your budget.

#No Flash support in the browser: Nokia phones have "Flash Lite" in browser which does not work in every site. In Android phones, you can install "Skyfire" browser which renders Flash content without the need of Flash player.

#No front facing camera: Most handsets don't have front-cam because video-calling is a useless feature. It did not become popular in any country with 3G.

#No DivX video support out of the box: Installing "Rock Player" from the Android Market should not be a huge concern, I guess.

Believe Me or Not!!!
As both Nokia C6-01 and Samsung Wave are in your options list, I assume you can increase your budget to around 19k.
If my assumption is right, then I will go for neither of them and buy Samsung Galaxy SL instead.

Dont go for qwerty now.. no need.
and Agree with @pauldmps ... Its so easy just to add.
Soon it will updated anyways to 2.3 Gingerbread I guess.

Choose form Defy or ACE.
But You have a budget of 15k so I guess if ACE is priced at 14.5k or something then thats you should buy.
