AFAIK Only Skype and Kopete support webcams in linux properly so far.
But there is no "configuring" work needed in a webcam. Its all plug and play. Get this software called gqcam and you can test your connected /dev/video device via it. Cheese is also a great program to use with Webcams.
The OSS-Static version of Skype doesn't support webcam. You will need the Beta 2.0 which is available in the medibuntu repos. Koepte supports webcam and so does Gyache/i.
