Putting restrictions on programs...

i am using a shared comp with internet. so whenever i pot anything for download using ferr download manager or utorrent... i come back and see someone has closed it
is there a way 2 password protect these n other programs so no one can close them when they are running???

also ppl use de internet... is there a way to password protect that too???

plez help
