Decent quality TIM usually comes bundled with good [ read pricey ] cpu coolers. One great news is Noctua NH D14 is back again ! [ Just saw this yesterday on FK [ theitwares ].

its out of my budget

and will all cpu coolers fit in my mobo (Gigabyte GA-970A-DS3p) with corsair vengence ram its seems its a big in size
