problems with mts

i have MTS broadband., anyway that's not the problem. The speed was low.
Complained to MTS, they did what they can,...nothing.
i don't know if this is the write place to post my problem, but i think it has something to do with software(or may be mts wants me to just upload and upload and never download!!).
the downloading speed never exceeds 200 kbps(in the software, came with the modem..actual download speed is nearly 20 kbps), while what is surprising that the uploading speed is 1 Mbps
even while uploading if i open a page or download something the total speed sinks down to a few kbps. also the speed in windows 8 is much more than in get in windows 7. what may be the problem...??

Same here. My speed dips to 1 KBps at times. Complained a lot but not working. Nothing to do in software.

but the uploading is good,then why not downloading??they promise for 1.2 Mbps uploading (which i get..almost) and 3.2 Mbps downloading speed, at least 1 Mbps, it can be.
