Problem with port forwarding

I wanted to do port forwarding on my router but it isn't working.
I've set up a static ip first, by putting all the details like IP address, Subnet Mask, Default Gateway in TCP/IPv4 properties, in Local Area Connection properties.
Then I opened my router's GUI to configure the port forwarding.
But when i check it through any port checking website, it comes out to be closed.
Please tell me if I'm doing anything wrong. I followed the instructions from Free Help Forwarding Ports - PortForward.com

I didn't know which one to use so I put both 192.168.1.1 & 192.168.1.4 in the Private ip.

Only put the LAN IP of your PC.

The LAN IP of your PC is 192.168.1.4

192.168.1.1 is Modem's IP.

The port needs to be forwarded to the PC, not the modem.

Removed all the entries, and set up only 192.168.1.4 at 27015 this time but still no luck :|
