Ans: Visual Studio 2015, SQL Server 2014, Photoshop CC (Occasionally) & Lightroom CC (Occasionally), XAMP / WAMP

Ans: I already have a monitor. I'll reuse it. Dell ST2220L

Ans: I'm planning to upgrade only processor and motherboard (if required)

Graphics Card : AMD Raedon HD6770 (Will reuse it)
UPS : APC 600VA (Will reuse it)
Monitor : Dell ST2220L (Will reuse it)
Keyboard + Mouse : Logitec Combo MK200 (Will reuse it)

Ans: In 2-3 months

9. Have you ever built a desktop before or will this be done by an assembler?
Ans: Will be done by assembler

10. Where do you live? Are you buying locally? Are you open to buying stuff from online shops if you don't get locally?
Ans: Kolkata. Will buy from Chandni Chowk.

11. Anything else which you would like to say?
Ans: Well, my current configuration is working for 5 years but now unable to take the load of newer versions of Visual Studio and SQL Server. Sometimes even Lightroom CC & Photoshop CC takes ages to load. So please suggest a future proof config which can take the load of current versions of applications.

As you doubted, latest processors use different socket, so need to replace your motherboard as well.
Price difference between Haswell and Skylake is not much (CPU+MB), but if you're going for Skylake, you may prefer to replace RAM as well and that will cost extra.
This is not a suggestion from my side, just showing what's possible in your budget. Probably you have already done this yourself.

As you doubted, latest processors use different socket, so need to replace your motherboard as well.
Price difference between Haswell and Skylake is not much (CPU+MB), but if you're going for Skylake, you may prefer to replace RAM as well and that will cost extra.
This is not a suggestion from my side, just showing what's possible in your budget. Probably you have already done this yourself.

I may afford Skylake i5 and it's always better to go for the latest, futureproof wise. But Performance wise Hasweel i7 is better then Skylake i5?

Go with Haswell i7 which is always better than Skylake i5.

MSI H97M-G43 -7000.
TOTAL -30,000.

The above motherboard is hard to found but has DVI,HDMI,Display Port for multi monitor setup.
It also has 6 SATA 6GBPS Ports and 1 M2 Port for future upgradability.
